3. SALIENT CHARACTERISTICS.
3.1 Design and construction. The wedged shaped stopper portion of the wired stopper shall be 6061 - T6 or 7075 aluminum for sizes I, II, and III. The wedged shaped stopper portion of the wired stopper sizes IV through VIII shall be 6061 - T6 aluminum. The wired portion and wire loop cable shall be either galvanized steel or stainless steel. The wire loop cable shall protrude 7.5 + 0.500 inches below the bottom of the stopper head. The wired stopper shall be constructed and comply with the requirements in table I (see figure I).
3.1.1 Tests. The wired stoppers shall be pull tested by sliding the stopper to the center of the wire there by exposing the looped ends of the wire. The two looped ends shall be placed over two steel dowels approximately 3/8 inches in diameter and pull tested to 60 percent of the wire's minimum breaking strength (see table I). Any breaks in the wire strands, slippage of wires through the swage, or permanent deformation shall constitute failure of the test, and rejection of the unit on which the failure occurred. One unit out of every 100 shall be pulled for this requirement. This test is to be performed at room temperature. Any industrial testing machine may be used to determine compliance with this requirement.
4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph
23.403 of the Federal Acquisition Regulation (FAR).
5. QUALITY ASSURANCE PROVISIONS.
5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producer's own drawings,
specifications, standards, and quality assurance practices, and to be the same product
