2.2.2 Size 2. Wired anchor shall have outside dimensions of 7–1/2 + 1/2 inches by 10-1/2 + 1/2 inches on the fluted anchor portion. The wire portion shall have a wire diameter of 0.156 inches +0.016 inches, –O inch. The minimum breaking strength of the swaged wire cable shall be 1000 Kg. The length of the outstretched wire cable assembly shall be 5 feet +3 inches, –0 inch. The maximum weight shall be 430 grams.
3. QUALITY ASSURANCE.
3.1 Certification. The contractor shall certify, and maintain substantiating evidence, that the product offered meets the salient characteristics and requirements of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
3.2 Visual examination. Each lot of anchors shall be inspected in accordance with MIL-STD–105. The inspection level shall be II and the acceptable quality level (AQL), expressed in terms of defects per hundred units shall be 4.0. The lot size shall be expressed in units of anchors. The sample unit shall be one anchor. The anchors shall be examined for the defects listed below:
Finish not smooth and adherent; not free of burrs, rough spots, sharp edges, slivers, flat areas or projections; any component missing or not specified type; any component fractured, split, dented, bowed, malformed, damaged or loose; signs of strand breakage, “kinks” or unusual wear, all bends in the wire shall not smooth and continuous.; markings in wrong location, incomplete, illegible, incomplete, or not as specified.
3.3 Dimensional examination. The anchors shall be examined without damaging or disassembling the anchors. Any dimension not within the specified tolerances shall be classified as a defect. The lot size shall be expressed in units of anchors. The sample unit shall be one anchor. The inspection level shall be S–3 and the AQL, expressed in terms of defects per hundred units, shall be 2.5.
3.4 Testing. Every wired snow anchor shall be pull tested to 60 percent of its minimum breaking strength. One percent of the inspection lot, but no less than two anchors from each inspection lot, shall be tested to 100 percent of the minimum breaking strength without breaking. Any breaks in the wire strands, slippage, of wire through the swage or permanent deformation at 60 percent, or breaking of the wire at 100 percent, shall constitute failure of the test. This test is to be performed at room temperature. Any industrial testing machine may be used to determine compliance with this requirement.
