shall not unlock without the use of a key. The locking mechanism shall be capable of withstanding a static load of 500 pounds without fracture or distortion of the mechanism when loaded in any direction indicated by figure 1.
2.1.3 Handcuff. Each handcuff shall have a minimum opening of 2 inches for wrist insertion. The inside diameter shall be a minimum of 8 inches when the jaw is at the first notch entering the locking mechanism, and shall have a maximum of 6-1/2 inches when the jaw is at the last notch entering the locking mechanism. The maximum length of the handcuffs shall be 9-1/2 inches.
2.1.4 Leg iron. Each leg iron shall have a minimum opening of 2-3/4 inches for ankle insertion. The inside perimeter shall be a minimum of 10-1/4 inches when the jaw is at the first notch entering the locking mechanism, and a maximum of 9 inches when the jaw is at the last notch entering the locking mechanism.
2.1.5 Chains. Each pair of handcuffs shall be connected with a chain which shall be 1-1/2 to 2-1/2 inches in length including swivel eyes. Each link shall be welded. The end links shall connect with the swivel eyes which shall be attached to each handcuff or leg iron. The leg irons, including swivel eyes, shall be connected with a chain 14 to 16 inches in length.
2.1.6 Weights. Each pair of handcuffs shall not weigh more than 15 ounces. Each pair of leg irons shall not weigh more than 3 pounds.
2.1.7 Keys. Two keys shall be furnished with each pair of handcuffs, and two keys shall be furnished with each pair of leg irons.
2.2 Finish. Unless otherwise specified (see 5.2), handcuffs and leg irons shall be given an electrodeposited coating in accordance with Service Condition No. 2 of ASTM B 456. Unless otherwise specified (see 5.2), keys supplied with each handcuff or leg iron shall be given an electrodeposited coating in accordance with Service Condition No. 2 of ASTM B 456.
2.3 Workmanship. Each handcuff or leg iron with their two keys shall be sound, smooth, and free from cracks, incomplete fusion, deformation, free from burrs, slivers, sharp edges, dents, tool marks, or corrosion. Components of the handcuffs and leg irons shall not be broken or malformed.
2.4 Marking for identification. The handcuffs or leg irons shall be permanently marked with the manufacturer’s name or trademark. Each pair of handcuffs and leg irons shall be provided with operation instructions, legibly printed in indelible ink on the inside of the box or on a separate sheet of waterproof paper placed within each unit pack.
